Request for Quotation - Technical Support for Plug & Charge at CharIN Testivals

At initial CharIN Testivals, the Plug & Charge (PnC) feature has only been tested between an electric vehicle (EV) and a charging station (EVSE). In the meantime, currently CharIN Testivals include end-to-end Plug & Charge testing. This requires the integration of several backend systems (CPO, eMSP, OEM) and a Plug & Charge ecosystem to connect them and manage PnC certificates.

Description of Services

With this request for quotation, CharIN is looking for a service provider that can provide a PnC Ecosystem, the necessary eMSP and CPO functionality and technical support (before and during the Testival on-site).

Preparation
  • Provide a test concept including a system architecture
  • Technical support and briefings with the Technical Planning Team of the Testival
    • Support the registration process – definition of requested information from Testival participants
    • Support the planning of test slots and the pairing – considering the technical characteristics of participating EVs, EVSEs and Test Systems regarding its Plug & Charge implementation
  • On-board the participating EVs, EVSEs and Test Systems
    • Provide eMSP service access and enable testers to create contract(s)
    • Provide CPO service access and connect EVSE to it via OCPP
    • Provide EVSE with EVSE Leaf Certificate, MO Root Certificate(s) and V2G Root Certificate(s) via CPO Backend
    • Provide OEM with OEM Prov Certificate and V2G Root Certificate(s)
  • Provide a Plug & Charge test plan including failure tests (provision of invalid certificates)
  • Moderate a preparatory teleconference for participants (~0.5-1 month before the event)
    • Presentation of the Plug & Charge end-to-end test concept
    • Summary of technical requirements, on-site conditions and generalinformation
    • Clarification of technical queries from participants
  • Provide offline PKI support to the participants
    • If participants are not able to connect to the CPO Backend, the service provider needs to supply all required certificates on a file-based solution
  • Create an add-on for multi-V2G Root Services
    • Add-on means that for each event it will be decided if multi-V2G Root testing is required
    • For multi-V2G Root testing different V2G Roots needs to be provided
    • In addition, external V2G Roots from other PKI providers must be able to be integrated as an option
Implementation onsite
  • Prepare and setup of test equipment – check compliance with specified requirements of the equipment of the participants and check technical and logistical conditions at the event location (e.g. internet access, etc.) in collaboration with the technical planning team
  • Create an add-on for multi-contract services.
    • Add-on means that for each event it will be decided if multi-contract testing is required
    • This Includes payment authorization using different contracts provided by the service provider
    • In addition, external contracts from other MOs need to be integrated as an option
  • Create an add-on for roaming.
    • Add-on means that for each event it will be decided if roaming testing is required
    • As first step, it must be created as a demo with limited number of participants
    • Later, the add-on may be extended to the Testival scope
  • Support tester by preparing PnC testing – verify if EVs and EVSEs are connected to the necessary backends
  • Support test execution
  • Support when errors or failures occur
  • Collect, aggregate, and anonymize generalized testing results and include these in an event finding report. Testing results will be aggregated in such a way that individual companies or equipment will not be identifiable
Follow-up phase
  • Evaluate and analyze the collected test results and provide an insight report
  • Technical and content-related reflection of insights gained from the Testival
  • Support in the evaluation and analysis of the feedback for the targeted further development of the test festival and the technical registration process

A global RFQ is preferable, but regional proposals can be accepted.
