CharIN Responds to Updated NEVI Guidance

Emphasizing interoperability, connector flexibility, and support for medium- and heavy-duty charging in the FHWA’s infrastructure program

In August 2025, the U.S. Federal Highway Administration (FHWA) issued updated Guidance on the National Electric Vehicle Infrastructure (NEVI) Formula Program, streamlining how states implement their EV charging infrastructure plans. The revisions did not make any changes to the program’s minimum technical standards, particularly regarding connector requirements.  

CharIN submitted comments emphasizing the importance of interoperability and industry alignment. In its response, CharIN highlighted the need for the guidance to explicitly recognize SAE J3400, the connector standard that will be utilized as the predominant connector standard in the US going forward for light duty vehicles and which plays a central role in ensuring compatibility across charging equipment and vehicles. 

CharIN also underscored the unique requirements of medium- and heavy-duty vehicle charging, urging FHWA to ensure that program rules support a range of use cases beyond passenger vehicles. By incorporating both connector flexibility and sector-specific needs, CharIN argued that the NEVI program can better foster a reliable, forward-looking charging network.
