CharIN Response to NYPSC regarding Interoperability and Universal Accessibility of EV Charging Hardware

Official Letter to the New York Department of Public Service Commission on Case Number 18-E-0138 (Proceeding on Motion of the Commission Regarding Electric Vehicle Supply Equipment and Infrastructure) regarding Interoperability and Universal Accessibility of EV Charging Hardware for New York State’s Make-Ready Program eligibility

In January 2025, CharIN North America’s Policy Committee submitted comments to the New York Department of Public Service Commission (NYDPS) regarding Case Number 18-E-0138, which pertains to the interoperability and universal accessibility of EV charging hardware for eligibility in New York State’s Make-Ready Program. This is CharIN North America’s first official comment to a public service commission on an electric utility program filing.

CharIN’s response highlights the importance of ensuring EV charging infrastructure aligns with evolving market trends while maintaining consistency, safety, and user-friendliness through adherence to industry standards. Key recommendations include:

  • Connector Flexibility: Allowing charging operators to select connectors (e.g., CCS, SAE J3400, MCS) based on location, use case, and market demands, enabling future-proof solutions.
  • Technology Neutrality: Advocating for technology-neutral standards to support innovation and meet federal requirements like NEVI guidelines.
  • Safety and Certification: Ensuring connectors meet UL-certified standards to maintain safety and reliability.
  • Market-Driven Infrastructure: Emphasizing the role of charging providers in determining the optimal mix of connector types to serve drivers effectively.

CharIN also expressed support for SAE J3400 as a critical step toward open EV charging standards and urged NYDPS to adopt flexible policies that drive investment efficiency and adapt to market progress.
